The ABCD ENERGY Program provides help to eligible household who reside in Bridgeport, Easton, Fairfield, Monroe, Stratford and Trumbull with assistance in paying their winter heating bills. One application covers all programs.

There are several programs for which you may be eligible. They are:

Connecticut Energy Assistance Program (CEAP)

CEAP is designed to help income eligible households pay their primary heating bill. Households applying should be aware that benefits are limited and do not cover the full winter bill and, therefore, should plan to pay part of the bill.

Help is also available when your heat is included in your rent. Households must meet the CEAP income guidelines and the annual rent must exceed 30% of the annual income in order to receive a one time payment.

Weatherization Program

Renters and homeowners who are eligible for CEAP can receive help with comprehensive energy conservations measures.

CEAP Furnace Repair/Replacement Program

When a heating system is unsafe or inoperable, repair or replacement is available for CEAP eligible single family homeowners. SUBJECT TO THE AVAILABILITY OF FUNDING.

Conservation Program

Clean Test and Tune-up services (CT&T) for heating systems are available for CEAP/CHAP households. In the case of renters the landlord must sign a permission forms for work to done. SUBJECT TO THE AVAILABILITY OF FUNDING.

Contingency Heating Assistance Program (CHAP)

The CHAP program is available for households whose income is higher then the Federal Poverty guidelines yet do not exceed 60% of the State Median income level. The qualifying household can receive a one time benefit payment and in the case of a deliverable fuel a crisis payment. The safety net benefits are not available to CHAP household.

None of these are entitlement programs.

Applicants must apply in person. A intake/certification specialist will conduct the interview and process the application. An outreach team is available to conduct home visits for homebound elderly and/or physically disabled. Call for an appointment.
